Welcome neighbor! We are concerned for Westchester Playa! We are really concerned for all residential neighborhoods in California but are focused on our backyard.

Sacramento and Los Angeles have been busy in backrooms cooking up plans to overzone for an overstated need and we’re here to shine a light for our neighbors and help them catch up.

The Issues In A Nutshell

There is a political movement in this country to do away with single family homes. In California, this movement has been gaining political momentum for several years.

First Accessory Dwelling Units (“ADUs”) were approved on every lot and now the recently passed SB9 allows developers to put multiple units on nearly every single family lot in the state – usually without parking or contributions to infrastructure, and all with zero input from the impacted community.

Against this backdrop, the city of Los Angeles is in the last stages of updating its antiquated zoning code and updating its Housing Element, and they’ve got some surprises for you there, too.

The state also issued a bloated Housing Needs Assessment (“RHNA”) goal and the city is seizing on its allocation to vastly upzone communities for an eye popping number of high-rise apartment buildings.

One tool they are using to implement these high-rise zones is the Community Plan Updates (“CPUs”).

Westchester Playa happens to be deep into its own CPU as all these housing impacts are rolling out across the state and city. And the city hid some very unwelcome surprises in the second draft of our CPU. They haven’t told you about the second draft, but we stumbled on it. You’re not going to like it.

Our Community Plan Update has been underway for three years. The shocking nature of the second draft is getting our community’s attention as they slowly come to realize what is happening. The plan is scheduled to move into its last stages at the beginning of 2024. We need to mobilize quickly and stop the madness.
